Transfers

A movement of balance between two members of the same owner. asset, amount, sender_id and recipient_id are all required.

Unlike a payout or an order, a transfer has no field for your own id — so nothing on the service side recognises a repeat, and a second identical request creates a second transfer. Record the id you get back, and check with the sender/recipient filters before resending anything.
